Volusia County Charter Amendments 1 to 5

Ballot summary

Five county charter amendments are on the Volusia ballot: (1) make the County Council Chair a position chosen annually by the council rather than elected countywide, with an eight-consecutive-year limit for council members; (2) remove the charter's limits on council expense reimbursement and leave the subject to ordinance; (3) align the charter with the 2018 state constitutional amendment on the Sheriff, Tax Collector, Supervisor of Elections and Clerk; (4) remove detailed personnel-administration provisions and require a merit system by ordinance; (5) create a register of county conservation lands that requires a majority-plus-one vote and 30 days' public notice to add or remove property.
