A "Yes" vote means
A YES vote lets the County Commission schedule a special election for a mayor or commissioner vacancy (caused by a resignation to run for another office) on the same date as another scheduled election, and sets minimum standards for city candidate qualifying periods.
A "No" vote means
A NO vote keeps the current charter timing rules for vacancy elections and leaves municipal qualifying periods to the cities.
