Property taxes Mixed / neutral· stated position

Statement: "Florida should eliminate or sharply reduce homestead property taxes, even if local governments must cut services or find other revenue."

Asked whether he would vote yes or no on Amendment 3, Prater did not state a position, saying the question is for taxpayers to decide. He said he appreciates that the proposal keeps school property taxes intact and bars underfunding police and fire, and that lost revenue should be addressed by scrutinizing local budgets for waste.

"Every Floridian will soon have the opportunity to weigh in on how our hard-earned money is spent in this state."

Property insurance Leans agree· stated position

Statement: "The state should intervene more directly in the property-insurance market (rate caps, expanding Citizens, stricter insurer regulation) rather than relying mainly on market-based reforms."

Calls for property insurance reform that cracks down on carrier abuse.

"Property insurance reform — cracking down on carrier abuse"

Housing affordability Leans agree· stated position

Statement: "Government should do more to make housing affordable (subsidies, zoning changes, rent measures)."

On housing affordability Prater pointed to the One Stop Housing model of converting underused hotels and malls into workforce rentals, public-private partnerships, continued first-time-homebuyer and down-payment assistance, and streamlining permitting across agencies, which he said acts as a tax on housing.

"Too often, housing projects face lengthy permitting processes, regulatory hurdles, and coordination challenges between multiple agencies. At the end of the day, that is a tax."

Immigration Leans agree· stated position

Statement: "Immigration enforcement should be stricter, including large-scale deportation of people in the country illegally."

Prater said the federal and state governments must enforce immigration laws and that circumventing the legal immigration process is a practice he does not support, while adding that enforcement agencies must operate within their legal limits and be held accountable if they abuse those powers, and that Congress needs to reform the system.

"We are a nation of laws, and that includes immigration law. ... Circumventing that process is a practice I do not support."

Abortion Strongly disagrees· stated position

Statement: "Abortion should be legal in most cases (Florida's six-week ban should be repealed or loosened)."

Asked whether Florida's abortion restrictions should be more strict, less strict or stay the same, Prater answered that they should stay the same.

"Stay the same."

"Environmental and water conservation"

Growth & development Strongly agrees· stated position

Statement: "Growth and development should be slowed or more tightly regulated (higher impact fees, density limits, stronger local control)."

Pledges to defend Orange County's Rural Boundary and pursue smart growth.

"Defend Orange County's Rural Boundary"

Crime & policing Strongly agrees· stated position

Statement: "Criminal penalties should be tougher and police funding increased, rather than emphasizing reform and rehabilitation."

Backs law enforcement and tougher penalties for fentanyl trafficking.

"Tougher penalties for fentanyl trafficking"

Energy & utilities Leans agree· stated position

Statement: "Government should promote renewable energy and tighten oversight of utility rate increases, even at the expense of fossil-fuel production."

Prater said he has real concern about the demand data centers place on the water supply and the electrical grid and that the Legislature needs to protect residents from shouldering those costs and quality-of-life effects.

"The legislature needs to protect residents from shouldering the negative impacts on their quality of life and on their standard of living."

Veterans Leans agree· stated position
