Taxes & spending Leans disagree· stated position

Statement: "Cutting taxes should be a top priority, even if it means less government spending on services."

In his Ballotpedia survey Glenn called for re-investing in county services, including public transit, parks and recreation, libraries, building and zoning staff and animal rescue groups. He said any reduction in property tax or millage rates should come from a larger tax base rather than from cutting essential services.

"As the property tax base increases with the added density, we may even be able to lower the average citizen’s property tax/millage rates without reducing essential County services."

Property taxes Mixed / neutral· stated position

Statement: "Florida should eliminate or sharply reduce homestead property taxes, even if local governments must cut services or find other revenue."

Glenn said adding density would grow the county's property tax base and might allow lower average millage rates, but he tied that to keeping essential county services intact rather than cutting them. He did not call for eliminating or sharply reducing homestead property taxes.

"As the property tax base increases with the added density, we may even be able to lower the average citizen’s property tax/millage rates without reducing essential County services."

Housing affordability Strongly agrees· stated position

Statement: "Government should do more to make housing affordable (subsidies, zoning changes, rent measures)."

Glenn made affordable housing one of three campaign messages. He proposed "Villages Housing" offering affordable or free units for new teachers, first responders and veterans located near their workplaces, and said homeless residents and aging veterans have too few housing programs.

"I have a plan to create “Villages Housing” that would offer affordable or free housing to those new teachers, first responders and veterans specially located near their workplaces or services."

Growth & development Leans disagree· stated position

Statement: "Growth and development should be slowed or more tightly regulated (higher impact fees, density limits, stronger local control)."

Glenn said Pinellas is running out of land so development will have to go up rather than out. He proposed high-density overlay districts in busy areas outside flood and evacuation zones, and said building, planning and zoning departments should be fully staffed and streamlined so new development is not delayed by red tape.

"To build a better Pinellas, we’re going to need specific ‘High-Density, Overlay Districts’ in our busiest areas that are not in flood or evacuation zones."

Veterans Leans agree· stated position

Statement: "Expanding VA services and veterans' benefits should be a top priority."

Glenn said veterans in Pinellas lack affordable housing options and that the aging veteran population needs senior housing. He included veterans among those who would receive affordable or free units under his proposed housing plan.

"We also can’t forget our veterans who are lacking affordable house options and our aging veterans’ population that are in need of senior housing options."
